- Institutions of higher education: Would face loss of federal funds, including awards, contracts, and subcontracts, if an affiliated school-based service site provides abortion drugs or abortions and the institution does not certify compliance.
- Campus health clinics and providers: The rule covers school-based service sites that accept federal funding and provide primary care, family planning, telehealth, and pharmacy services. The definition excludes hospitals.

Colleges risk funds if clinics provide abortion services
If enacted, this bill would block federal funds to colleges that host or are affiliated with campus clinics providing abortion drugs or abortions to students or employees. Colleges would need to send a yearly certification to Education and HHS stating that no campus clinic provides those services. The funding ban would cover direct and indirect awards, including contracts and subcontracts. The bill would define “abortion drug” and “school-based service site,” and would exclude hospitals. Students and employees at affected schools could lose on-campus access to these services.
