Summary
Limits who can buy catastrophic health plans to people not eligible for tax credits or cost-sharing reductions. It would amend the Affordable Care Act to make an individual eligible for a catastrophic plan only if they are determined, or reasonably expect to be determined, ineligible for the premium tax credit under section 36B or for reduced cost-sharing under section 1402 based on household income, and the change would apply to plan years beginning six months after enactment.

More access to catastrophic plans
If enacted, you would be able to enroll in an individual-market catastrophic health plan if, for the plan year, you are determined to be (or reasonably expect to be) ineligible for the premium tax credit under section 36B or for reduced cost-sharing under section 1402 because of your household income. The change would apply to plan years beginning six months after enactment. It would not change premium tax credit amounts or cost-sharing rules.
