Bill Overview
Analyzed Economic Effects
2 provisions identified: 1 benefits, 0 costs, 1 mixed.
Labor Department rules for self-employment aid
If enacted, the Labor Department would write regulations after public notice and comment, with approval by the Office of Management and Budget. The Department would also issue guidance with a model list of self-employment assistance activities and best ways to verify completion. This would help states run the program more consistently. It would not itself change who can get help or the money people receive.
Easier self-employment help, weekly check-ins
If enacted, states would be allowed to enroll more people by raising the participant cap from 5 to 10. People would no longer need to be likely to use up regular unemployment pay to join. To take part, you would need to do state-approved activities that include training, business counseling, and technical help, or follow a state-approved business plan and market study. You would need to certify each week to a state agency that you did the required activities. These changes would start two years after enactment, and states would be allowed to update their laws earlier.
