Advance payments for orchard and nursery growers

If enacted, orchardists and nursery tree growers would be able to get an advance on Tree Assistance Program (TAP) payments. The advance could be up to 25% of your TAP assistance. You could receive the money before you start replanting. It would only apply to losses listed in paragraph (2) and to TAP amounts under paragraph (3).
