If enacted, the bill would direct the Agriculture Secretary to set up a Rural Development Disaster Recovery Technical Assistance Program. The program would give technical help to rural communities that are all or partly inside a Presidential major disaster area. It would authorize $50,000,000 to be appropriated each fiscal year. Help would be available for 3 years after the disaster, with a case-by-case 3-year extension. The Secretary would make money available to State rural development offices without a separate State application, then allocate funds to affected communities by a formula using the most recent decennial census. State rural development offices or approved public bodies and nonprofit contractors would provide help, with priority to certain entities under current law. Technical assistance would cover planning, finding funding, preparing and appealing federal and state recovery applications (for example FEMA and EDA), and implementing projects such as water, housing, energy, telecom, community facilities, business infrastructure, and local government infrastructure.
