One-time payments to Lockerbie victims

If enacted, this bill would set up a Living Victims of Lockerbie Claims Trust Fund in the Treasury within 30 days. It would appropriate $42,066,338 to that Fund to pay compensable living victims. The Foreign Claims Settlement Commission would publish a filing notice in the Federal Register within 30 days, with a filing deadline no later than 60 days after publication. The FCSC would decide claims within 60 days after the filing period ends and certify approved claims to the Secretary of the Treasury. The Treasury would pay each certified claimant a pro rata share equal to $42,066,338 divided by the number of certified claims. To qualify, you must be a U.S. person, have been 45 or older on December 3, 1991, have been employed by Pan American World Airways on that date, have been a named claimant in Abbott et al. v. Libyan Arab Jamahiriya (case 1:94-cv-02444-SS), and have been alive on August 14, 2008. A personal representative may file for a deceased qualifying person.
