Recycling Technology Innovation Act

New rules for plastics conversion facilities

If enacted, this bill would change how the Clean Air Act treats some plastics conversion units. Units using pyrolysis, gasification, depolymerization, catalytic cracking, solvolysis, or chemolysis would count as solid waste incinerators if at least 50% by mass of outputs are "products." "Product" would mean a sellable or usable material and would not include electricity, heat, steam, soot, char, dust, or ash. Owners of units not covered could petition the EPA Administrator. The Administrator must publish the petition, get public comment, and decide within 180 days. If covered, facilities could face new permitting, emissions controls, and different local pollution or recycling outcomes.
