Summary
Bar high-level federal insiders and close relatives from benefiting from Defense contracts. This bill would prohibit the Secretary of Defense from entering into, renewing, or extending contracts with any entity when an officer, director, partner, or majority owner holds a Presidential appointment confirmed by the Senate, a Schedule C executive-branch role, is a Special Government Employee, or is a Senior Executive Service member.

- Families: Entities would be disqualified if an immediate family member is an officer, director, partner, or significant owner. Immediate family means a parent, child, sibling, spouse, or domestic partner.

- Defense procurement: The Secretary of Defense would have 30 days to issue regulations that define terms, set thresholds, and establish procedures to identify covered individuals and entities.

Ban on Defense Contracts with Insiders
If enacted, the bill would stop the Department of Defense from making, renewing, or extending contracts with companies when certain people connected to those companies hold covered government jobs or relationships. Covered jobs would include positions appointed by the President with Senate confirmation, Senior Executive Service roles, Schedule C confidential or policy jobs, and special Government employees. The ban would also apply when immediate family of those officials or the President are company officers, partners, or major owners, or would get a substantial financial benefit. The bill would require the Secretary of Defense to issue rules within 30 days to define who is covered and how to apply the ban. "Immediate family member" would mean a parent, child, sibling, spouse, or domestic partner.
