Summary

Automatic pay cut to $1 per day for Members of Congress during funding gaps. This bill would set each Member's pay at $1 for every day a lapse in federal appropriations lasts when Congress fails to enact a regular appropriation or a continuing resolution. It would override the pay-protection provision in 2 U.S.C. 4501 and defines who counts as a Member by reference to that same statute. The rule would apply only to days occurring after the next regularly scheduled general election following enactment.

Members of Congress paid $1 during shutdown

This bill would set pay for each Member of Congress to $1 for each day there is a lapse in appropriations. The $1 daily pay would apply from the first day of the lapse through the last day of that session of Congress. "Member of Congress" would mean individuals in positions covered by subparagraphs (A), (B), or (C) of 2 U.S.C. 4501. It would apply only to days occurring after the next regularly scheduled general election for Federal office held after the bill is enacted. The bill would apply the pay cut notwithstanding section 601(a) of the Legislative Reorganization Act of 1946.
