Summary

Authorizes States to buy local farm products for emergency feeding programs. The bill would create a new federal purchase program so States can use federal funds to buy fruits, vegetables, dairy, meat, seafood, grains, and other priority products from eligible local and underserved producers for distribution through emergency feeding organizations.

  • State agencies and food networks: Would provide federally allocated funds based on the current formula, require State plans naming eligible producers and emergency feeding organizations, allow interstate cooperative agreements, and set reporting and performance standards.

States buy local food for food banks

If enacted, States could get $200 million each year for fiscal years 2026–2030 to buy local foods for food banks and meal sites. States would submit a plan listing participating sellers and emergency feeding groups to receive funds. USDA must issue guidance within 180 days and set reporting and performance rules. Eligible sellers would include small growers, processors, food hubs, co-ops, and underserved businesses. Funds could be used to improve supply chains, buy culturally relevant foods, and provide food to people in need.

USDA to study buying from local farms

If enacted, the Secretary of Agriculture would create a USDA working group to review how Department buying can reach more local and underserved producers. The group would study ways to support nutrition, culturally relevant foods, resilient local systems, and rural jobs. This would be an internal review and would not itself provide money, but could change procurement guidance over time.
