Summary
Authorize family caregivers to access Medicare beneficiaries' personal health information through the 1-800-MEDICARE phone line. This bill would create a federal outreach and education program that explains how beneficiaries can use a CMS form (CMS-10106) to let a designated family caregiver access their PHI by phone and trains Medicare operators to help caregivers.

Authorize family caregivers to access Medicare info
If enacted, the bill would let you authorize a family caregiver to access your Medicare personal health information by submitting form CMS-10106 (or any successor). The option would be available to people entitled to Part A, enrolled in Part B, or applying or enrolling for those parts. The Secretary would run outreach and education, add the option and form to Medicare notices and Medicare.gov, train 1-800-MEDICARE operators, provide non-English materials, and coordinate with State assistance programs and the Administration for Community Living. The HHS Office of Inspector General would publish best practices to prevent PHI fraud and improve fraud reporting and investigations not later than one year after enactment. The Secretary would also collect caregiver feedback, for example through surveys.
