Bill Overview

Analyzed Economic Effects

7 provisions identified: 6 benefits, 1 costs, 0 mixed.

National protein security strategy

If enacted, the Secretary of Agriculture would lead a national protein security strategy. The strategy would be finalized within 1 year of enactment. It would cover science on diversifying edible proteins, national security, farmer opportunities, supply-chain resilience, and barriers to research and scale-up. The plan must list objectives, barriers, solutions, and an implementation plan and involve many federal agencies.

Grants to boost food biomanufacturing

If enacted, USDA would start a competitive grant program within 180 days to build U.S. food biomanufacturing capacity. Eligible recipients must be U.S.-headquartered, operate primarily in the United States, be at least 51% U.S.-owned, and use U.S.-owned intellectual property. Grants could fund demonstrations, new commercial-scale facilities, or retooling existing U.S. facilities. Each award must be at least $10 million and the program is authorized $50 million per year for fiscal years 2026 through 2030.

Food bioworkforce training grants

If enacted, USDA would create a competitive grant program for food biomanufacturing workforce development within 180 days of enactment. Grants could pay for employee training, regional training centers, community college scholarships, regulatory technical help, and local economic planning. The program would be authorized $25 million per year for fiscal years 2026 through 2030.

National protein research program

If enacted, USDA would create a national protein security research program run by the Agricultural Research Service. The program would focus on bioprocessing, biomanufacturing, and converting under‑utilized biomass into high‑value ingredients. It would be authorized at $10 million per year for fiscal years 2026 through 2030.

New Centers for food innovation

If enacted, USDA would recognize at least three Centers of Excellence for food and agriculture innovation. At least one center must be led by an 1890 historically Black land‑grant institution. The centers could run research, education, and workforce programs on bioprocessing and converting biomass into proteins and fats. The centers would be authorized $15 million per year for fiscal years 2026 through 2030 and must report to Congress annually.

Research funding for alternative proteins

If enacted, competitive agriculture research grants would explicitly allow work on making edible proteins using bioprocessing, biomanufacturing, and converting under‑utilized biomass. This would expand the Agriculture and Food Research Initiative's eligible research topics. It could help students and researchers seeking grant funding in alternative‑protein science.

No support for insect producers

If enacted, the Act would not be construed to support production of insects for food or animal feed. Agencies could not use this law to give program help to insect producers. Insect production businesses would be excluded from the Act’s programs.
