Duty-free exports from U.S. foreign-trade zones

If enacted, goods admitted into a U.S. foreign-trade zone, manufactured or changed there, and then withdrawn for direct export to a USMCA Party (for example, Canada or Mexico) would enter free of duty under a new tariff heading (HTS 9801.00.95). This would cover whole articles and articles made of components that meet the USMCA duty-deferral rules. If enacted, U.S. Customs and Border Protection would have to issue the implementing regulations not later than 90 days after enactment. The change would mainly affect manufacturers, FTZ operators, importers, customs brokers, and exporters who ship from U.S. foreign-trade zones to USMCA countries.
