Home telemental grants for rural residents

If enacted, this bill would create a grant program to expand home-based telemental health and substance use services for rural health professional shortage areas and people working in farming, fishing, or forestry. The Secretary of Health and Human Services, in consultation with the Department of Agriculture’s Rural Health Liaison, would award grants to public or nonprofit telemental health provider networks that use professionals trained in mental health and substance use. Up to $10,000,000 could be made available each year for fiscal years 2025 through 2029. Grant money would pay for home-based telemental visits, develop quality and impact metrics comparing remote and in-person care, and support infrastructure like broadband expansion, patient devices, and provider technology costs. The Secretary, with the Secretary of Agriculture, would report on program impact and care quality not later than three years after the program starts and every two years after that.
