DoD reports and reviews for Armenia

If enacted, the Secretary of Defense would report to the congressional defense committees within 180 days and at least annually on whether Azerbaijan met five conditions: uphold the Joint Declaration; fully withdraw forces from Armenia; unconditionally release Armenian prisoners; stop hostilities against Armenia; and recognize a right of return and protect Armenian sites in Nagorno-Karabakh. If the Secretary cannot certify those conditions, the Department of Defense would begin a review of U.S. security assistance to Armenia within 14 days and then send a report. The report would assess threats to Armenia, review past and current U.S. security aid (including ISCP, FMF, and IMET), identify defense gaps, summarize immediate DoD steps to increase cooperation, and recommend more assistance. After the 14-day review-trigger period, the President would not be allowed to use a specific waiver authority in a 2002 foreign aid law for assistance to former Soviet states.
