It would NOT apply when a vehicle is used to avoid injury or death to oneself or another. The bill puts investigations and enforcement with the Secretary of the Interior and allows assistance from the FBI, the Department of the Treasury, other federal agencies, and state or local authorities. It also defines key terms including "Federal land," "motor vehicle," and "mammalian predator."

Ban on vehicle use to take predators
If enacted, you would be banned from intentionally using a motor vehicle to take a mammalian predator on Federal land. "Take" would include harassing, pursuing, hunting, shooting, wounding, killing, trapping, capturing, or collecting the animal. A violation could bring a fine up to $10,000, up to 5 years in prison, or both. There would be no violation if the conduct was to avoid injury or death to yourself or another person. The bill would define "Federal land" as land owned by the United States but would exclude land held in trust for an American Indian Tribe or an individual American Indian. It would define "motor vehicle" very broadly and let the Interior Secretary decide what counts as a "mammalian predator." The Secretary would be required to investigate suspected violations and could get help from the FBI, the Department of the Treasury, other federal agencies, and state or local law enforcement.
