  • Service members and families: Would treat full‑time National Guard duty and reserve component duty like active duty for many programs. That expands eligibility for pay and retirement credit, widens survivor and death benefits, and lets TRICARE coverage begin up to 180 days before orders.
  • States and National Guard programs: Would recast Title 32 rules, let governors pre‑approve individual remote assignments, and create a National Guard Youth Challenge Program with 22 weeks of residential training, 12 months of mentoring, and up to 75% matching funds for operations.
  • Defense planners and Congress: Would set activation limits and reporting rules, including a 1,000,000 cap on Ready Reserve active duty and a 200,000 cap for Selected Reserve/IRR force augmentation. Presidents must notify Congress within 24 hours of force augmentation activations.
