- Members of Congress, their spouses, and dependent children would be barred from purchasing defined public securities during federal service and would need to file a public notice 7 to 14 days before any intended sale.
- Notices must include the projected sale date, a description of the sale, and the number of shares and would be posted on the House Clerk or Senate Secretary website. Exceptions cover certain investment funds, small business interests, and trusts where the Member has no authority over the trustee.
- Violations could trigger a fee equal to the greater of $2,000 or 10% of the transaction plus any net gain, and fees may not be paid from specified office or campaign accounts. The supervising ethics office would enforce the rules and may refer nonpayment to the Department of Justice.

Fines and enforcement for trading
If enacted, ethics offices would require fines when a covered individual breaks the investment rules. The fine would equal the larger of $2,000 or 10% of the violating transaction plus any net gain from the covered period. For a prohibited purchase, the investment bought in violation would have to be sold. Members could not pay the fine with their Representational Allowance, the Senators' office expense account, or campaign contributions. Money collected would go to the Treasury general fund. Ethics offices could refer a Member who resigns or retires before paying to the Department of Justice. These rules would take effect 180 days after enactment.
Ban on buying covered investments
If enacted, the bill would bar covered individuals from purchasing covered investments while serving in federal office. It would require public notice at least 7 calendar days and no more than 14 calendar days before any sale of a covered investment. The notice must state the projected sale date, a description of the sale, and the number of shares, and it must be filed with the Clerk of the House or the Secretary of the Senate. A filing Member could withdraw the notice before the end of the notice period. Exceptions would apply for spouse or child transactions made on behalf of others, employer compensation or fiduciary or occupational obligations, and dividend reinvestments. These rules would take effect 180 days after enactment.
Who and what counts as covered
If enacted, the bill would define who is a covered individual and which investments are covered. A covered individual would include a Member of Congress, the Member's spouse, and dependent children. A covered investment would include securities and similar economic interests like derivatives and options. The bill would exclude some items, such as certain excepted funds, small business interests, and trusts where the covered individual has no trustee control. These definitions would take effect 180 days after enactment.
