Summary
This bill would require the Federal Railroad Administration to report on rail tank car pressure relief device failures in derailments. The report must be delivered within 18 months and describe the rate and causes of failures and key event details. It must cover the number of cars involved, whether a fire occurred and the fire's temperature and duration, timing and circumstances of each device failure, and per-device assessments of commodity compatibility, heat survivability, and device orientation. The report must include recommendations to prevent failures, the status of National Transportation Safety Board recommendations, and be developed in consultation with the Pipeline and Hazardous Materials Safety Administration, rail employers, employee organizations, and tank car builders, shippers, and owners.
