- Would direct the Secretary of State to pursue diplomatic steps through bilateral and multilateral engagements and to promote responsible state behavior in international forums. That work would be done in consultation with other federal departments and agencies.
- Would require the Secretary of State to deliver an initial unclassified assessment within 180 days and then annually for three years. Each assessment would analyze prior-year incidents such as synthetic media, propaganda, weapons development, cyber operations, and other military or surveillance uses and offer recommendations.
- Would mandate the unclassified assessments be posted on the Department of State website and would allow a classified annex to protect intelligence sources. Reports would be submitted to the House Foreign Affairs and Senate Foreign Relations committees.

Annual U.S. reports on foreign AI risks

Definitions for AI and foreign adversaries
If enacted, the bill would define key terms used in the Act. It would name the House Foreign Affairs and Senate Foreign Relations Committees as the appropriate congressional committees. It would adopt the federal definition of "artificial intelligence" from the National Artificial Intelligence Initiative Act. It would define "foreign adversary" by reference to 10 U.S.C. 4872(f) and define generative AI as models that make synthetic images, video, audio, or text.
