Student visa and SEVIS integrity. This bill would tighten how the Department of Homeland Security (DHS) and partner agencies approve, monitor, and punish schools, employers, and program officials to curb fraud and address security risks.

  • Students and families: Would cap authorized stay at the shorter of program length or four years and limit online study to 10 percent of a program. It also bars certain training or admissions for nationals of designated countries of concern.
  • Educational institutions: Would require accreditation by agencies recognized by the Secretary of Education, allow narrow one-year waivers for candidates, require institutions to turn over contracts with People’s Republic of China affiliates, and mandate audits of at least 1 percent of schools each year with fines starting at $1,000 for reporting failures.
  • Employers and work authorization: Would require employers of eligible students to use E-Verify, report hires and worksite details, and attest they will not displace U.S. workers. Employer violations can block student work authorization for at least 1 year and up to 10 years depending on severity.
  • Security, oversight, and systems: Would raise criminal penalties for institutional visa fraud to as much as 15 years, authorize immediate withdrawal of SEVP certification on indictments or reasonable suspicion, expand DHS data-sharing authority, require consular review of an anti‑trafficking pamphlet, and push deployment of a paperless SEVIS II within 2 years.
