Expands civil denaturalization grounds. This bill would add clear, new reasons the government can seek to revoke a person’s U.S. citizenship if, within 10 years after naturalization, they tied themselves to terrorism, committed certain serious crimes, or defrauded government programs.

- Naturalized people: A person could have citizenship revoked retroactively if, within 10 years of naturalization, they associate with a designated foreign terrorist organization, are convicted of or admit to aggravated felony or espionage offenses, or defraud federal, state, local, or tribal governments of at least $10,000.
- Prosecutors and national security agencies: The bill creates "prima facie" evidentiary findings that certain convictions, admissions, or associations show a lack of required moral character and attachment to the Constitution, supporting denaturalization cases for the listed conduct.
- Immigration and courts: Revocation would be effective as of the original naturalization date and make affected individuals removable through expedited proceedings under section 238 of the Immigration and Nationality Act. If a 10-year window is held unconstitutional the bill provides a fallback five year period and includes a severability clause.

New denaturalization rules for naturalized citizens
If enacted, this bill would create new grounds to revoke a person's naturalization within 10 years after they became a U.S. citizen. It would treat as prima facie evidence that citizenship was fraudulently obtained when a naturalized person, within 10 years, (1) associated with or aided a designated foreign terrorist organization, (2) was convicted of or admitted to certain aggravated felony or specified espionage offenses, or (3) defrauded a federal, state, local, or tribal government of $10,000 or more. In those cases a court could revoke the original naturalization order and cancel the certificate effective as of the original certificate date. The bill would also name the Attorney General as explicitly responsible for bringing these denaturalization cases. If a court holds the 10-year rule unconstitutional, the bill says courts must treat the period as 5 years.
