This bill would declare that the Constitution's right to life is vested in every human being from the moment of fertilization or cloning. It would define who counts as a "human person," say Congress may use Article I and the Fourteenth Amendment to protect that right, and state it does not authorize prosecuting any woman for the death of her unborn child.
