Social Security budget reporting change

If enacted, the bill would remove the special statutory language that kept Social Security OASI and DI trust funds explicitly off-budget. This would change how Social Security activity shows up in federal budget documents and totals. The change would not itself change benefit payments or FICA rules. It could influence how future lawmakers view and debate Social Security finances.

Committees must submit line-item plans

If enacted, most congressional committees (other than the House Appropriations Committee) would have to prepare and send direct spending and revenue line items, plus legislative text, to the House Budget Committee for inclusion in the annual budget Act. The Congressional Budget Office would have to provide an analysis for each committee submission. Committee allocations would be tied to baseline levels reported under section 301(a). The bill would also define an "annual budget Act" as the single Act that itemizes all federal budget authority and revenue. If no concurrent budget resolution is adopted by April 15, Budget Committee Chairs must report baseline levels within three legislative days.

Fixed federal budget calendar rules

If enacted, the bill would set firm budget deadlines. The President would submit a budget by the First Monday in February and CBO by February 15. Committees must send views six weeks after the President. The Senate would report by April 1 and Congress would act by April 15. Committees must submit line items by May 15. The House Budget Committee must report the annual budget Act by June 10, reconciliation must finish by June 15, and the House must complete action by June 30. The fiscal year would still begin October 1. The bill would also bar the House from adjourning for more than three days in July until the annual budget Act is approved.
