Buy America rules for HOME projects
This bill would require HUD to review how the Build America, Buy America Act applies to activities funded under Title II of the Cranston‑Gonzalez National Affordable Housing Act (the HOME program). HUD would finish the review within 180 days of enactment. Within 90 days after the review, HUD would issue updated guidance clarifying BABA's application to HOME projects. HUD would submit a report to the House Financial Services Committee and the Senate Banking, Housing, and Urban Affairs Committee within 270 days of enactment. If enacted, HOME grantees, builders, contractors, suppliers, and people in HOME-funded housing would see clearer procurement rules and compliance expectations, which could lower uncertainty but also could tighten material rules and raise project costs.
