Modernize national terrorism alert system

This bill would require the Department of Homeland Security to submit a strategy to modernize the National Terrorism Advisory System to the House and Senate Homeland Security Committees within one year after enactment. The strategy would have to consider naming a DHS office or official to oversee alerts, set rules and standard procedures for issuing and ending alerts, and improve public access and use of bulletins and alerts. It would also have to assess how well the current system communicates timely, detailed threat information and how alerts affect federal, state, local, Tribal, and territorial law enforcement and emergency responders. DHS would be required to get feedback from individuals, stakeholders, the private sector, and law enforcement and emergency responders while developing the plan.

Review of terrorism alert plan

This bill would require the Comptroller General of the United States to report to the House and Senate Homeland Security Committees on how the NTAS strategy requirement was implemented. The report would be due not later than two years after enactment. The report would review whether the Secretary followed the statute when developing and implementing the NTAS modernization plan.
