More hurricane insurance payments for farmers
If enacted, this bill would change how USDA decides county eligibility for HIP-WI payments starting in crop year 2027. By default, the Secretary would have to use the IBTrACS hurricane data set. If IBTrACS data were incomplete, the Secretary would be allowed to use an alternative data set. The alternative data may be used only if one of three conditions applied. Those conditions are: an NWS station in the county or adjacent county was damaged. Or another data source in the county or adjacent county was damaged. Or a station or other source provided incomplete data. The alternative data set would have to be compiled from land-grant college or university weather stations. Data must be certified at collection as meeting National Weather Service standards, including NWS Instruction 10-1302 (Nov. 9, 2023). The Secretary would have to post the compiled alternative data on the HIP-WI website. The Secretary would have to issue rules and revise HIP-WI guidance within 180 days after enactment.
