New CBO Health Advisory Panel
If enacted, this bill would create a 15-member Panel of Health Advisors inside the Congressional Budget Office. Appointments must occur within 90 days: 3 each from the House Budget Committee chair and ranking member, 3 each from the Senate Budget Committee chair and ranking member, and 3 by the CBO Director. Members would serve staggered 3-year terms, limited to two terms (6 years total), and serve as special Government employees. The Director would name a chair and vice chair and could require public conflict disclosures and confidentiality agreements. The Panel would meet at least once a year and advise the CBO on health studies, models, and official cost estimates. It would issue an annual report with recommendations approved by at least 9 members, and the CBO Director must publish the report online and explain how recommendations were used.
