Limits on tariffs for NATO imports
If enacted, this bill would stop the President from imposing or raising any tariff or duty, or from cutting any quota or tariff-rate quota, on goods imported from a NATO ally unless Congress enacts a short, specific joint resolution approving the action. The joint resolution must contain only the text: "That Congress approves ___ imposed with respect to ___." Any Member of either House could introduce the resolution, and the bill would apply expedited consideration rules to these resolutions. The ban would not apply to antidumping or countervailing duties, certain Trade Act duties or quota actions, or duties ordered by some dispute-settlement panels. The rule would cover NATO members and territories to which Article 5 applies, including territories described in Article 6, and would take effect on or after the date of enactment.
