  • Cost-of-living rules: Would let the cost-of-living adjustment (COLA) set a higher amount if it exceeds the doubled floor so beneficiaries receive the greater of the two.
  • State supplementary payments: Would change the State Supplementary Payment pass-through to include COLA increases that occur after Sept. 2025, with that pass-through change effective Jan. 1, 2026.

Higher SSI cash for institutionalized recipients

If enacted, this bill would double the fixed monthly personal needs minimums for institutionalized SSI recipients. The individual minimum would rise from $360 to $720 per month. The higher amount (for couples or the higher clause) would rise from $720 to $1,440 per month. For benefit months after December 31, 2025, recipients would receive the greater of the doubled dollar amount or the amount determined under the annual COLA rule. If enacted, state supplementary payments would also be updated to reflect COLAs to these amounts after September 2025, and that SSP pass-through change would take effect January 1, 2026.
