Summary
This bill would require an annual report on the competitiveness of U.S. specialty crop exports. The Secretary of Agriculture, working with the United States Trade Representative, would deliver a yearly, mostly unclassified analysis of foreign tariffs, quotas, and non-tariff barriers and outline U.S. actions to address them.

- Specialty crop growers and exporters would get a yearly identification of foreign barriers and an estimate, where feasible, of the export value lost because of those barriers. This aims to show which markets and policies hurt U.S. sales.
- Trade and enforcement officials would receive assessments of whether identified barriers fall under international agreements and summaries of executive-branch responses, including possible Section 301 actions, negotiations, or World Trade Organization steps.
- Congress, researchers, and the public would get an unclassified, machine-readable report each year and the option for a classified annex. The Secretary must seek public comment and consult the Agricultural Technical Advisory Committee for Trade in Fruits and Vegetables before preparing the report.
- The report would also describe any funds under subsection (f)(3)(A)(iv) that were not obligated in the prior fiscal year and explain why they were not obligated.
