At least 10% AI grants for HBCUs

This bill would require the agency that awards National Artificial Intelligence Research Institutes grants to set aside not less than 10 percent of such financial assistance for eligible historically Black colleges and universities (HBCUs) or consortia. Awards to HBCUs could include partnerships with other institutions of higher education. The set-aside would apply only if funds are appropriated for this purpose. The bill would define "historically Black college and university" to mean a "part B institution" under section 322 of the Higher Education Act (20 U.S.C. 1061).
