Transparency and Predictability in Small Business Opportunities Act

Help for small businesses after canceled solicitations

If enacted, the SBA would have 180 days to write rules requiring public notice when a federal solicitation that qualified multiple small businesses is canceled. The notice would explain why it was canceled, whether the agency plans to reissue it and any timeframes, and whether the work will be moved into another contract or task order. If the agency does not plan to reissue, the rules would require procedures to refer a small business that prepared a bid to the agency's Director of Small and Disadvantaged Business Utilization for help finding similar contracting opportunities. The required disclosures must be posted on the government's single, public contracting website (the government-wide point of entry). The bill would not authorize any new funds, so agencies must carry this out with existing resources, which could slow implementation.
