Higher funding, new payment limit for farmers
If enacted, the program would have a higher statutory cap and new annual funding. The bill would raise the program cap cited in the subsection to $30 million and authorize $20 million to be appropriated for each fiscal year starting in FY2026, to remain available until expended. At the same time, the bill would limit total payments to a person under the subsection to $200,000 for any five-year period. Payments for the listed activities that are not paid under this subsection would not count toward that $200,000 limit.
More farm risk help and translation
If enacted, education and outreach would expand to include approved and Federal crop insurance providers as well as agricultural producers. The program would explicitly include language translation services to improve outreach. It would cover more conservation and climate-resilience practices, such as soil health, sustainable water and irrigation, perennial crops and agroforestry, livestock integration, and aerobic composting. It would also cover production and marketing diversification help, like value-added processing, market infrastructure, organic farming, and food safety certification.
