Requires a focused intelligence assessment of Chinese Communist Party foreign malign influence outside the United States. It would direct the Director of National Intelligence to produce a community-wide assessment covering the three-year period beginning January 1, 2023.

- Would give Congress an initial unclassified report with findings within 90 days and a final unclassified intelligence community assessment within 180 days of enactment, with a possible classified annex, sent to relevant Senate and House intelligence, armed services, foreign policy, and homeland security committees.
- Would require the Director, acting through the National Intelligence Council and consulting other intelligence elements, to assess CCP influence in four key regions: the Indo-Pacific, Africa, Latin America, and Europe.
- Would force the assessment to examine effects on U.S. alliances and perceptions, impacts on global and local financial systems, trends in CCP activity, and other national security implications the Director deems relevant.
