Summary
Recognize utility line technicians as federal emergency responders. The Linemen Legacy Act would amend the Homeland Security Act to explicitly add utility line technicians who respond to major disasters or to emergencies declared by the President under the Robert T. Stafford Disaster Relief and Emergency Assistance Act to the law's definition of emergency response providers, thereby including linemen among the entities covered by federal emergency response authorities.

Linemen recognized as disaster responders
If enacted, this bill would expand the Homeland Security Act definition of "emergency response providers" to explicitly include utility line technicians (linemen) when they are responding to a major disaster or a Presidentially declared emergency under the Stafford Act. Their employers would also be treated as emergency response providers for purposes of federal emergency response authorities and coordination in those declared events. The change would take effect upon enactment.
