Defense Production Act toolkit for businesses

This bill would require the DPA Committee to build a public one-stop toolkit and online site for private-sector outreach. The toolkit would be completed not later than 365 days after enactment. It would explain how solicitations work and how to submit offers and get assistance. It would describe opportunities for business concerns, including small businesses (as defined in 15 U.S.C. 632), to participate in contracts and other funding. It would provide a searchable list of awards showing awardee identity and any priority ratings. It would describe voluntary agreements and executive reserves, including parties and goals or terms as the Committee deems appropriate. The toolkit would list a contact at each Federal agency where the President may delegate DPA authorities. The Committee would also have to make agency-specific outreach plans within 365 days after the toolkit is developed and update those plans at least annually. The annual DPA report would have to include a description of outreach activities. The toolkit and outreach would not cover authorities under section 721 or Title VIII.
