New VA medical recovery rules

This bill would let the VA treat more types of recovered money as deposits to its Medical Care Collections Fund when the money is for VA medical care. It would allow recoveries under 31 U.S.C. 3711 and 3729–3733, and amounts recovered through administrative, legal, or judicial actions, to be counted when the recovery is based on care, services, or medication paid for under title 38. The Secretary would also be able, at the Secretary's discretion, to deposit reimbursements directed to the Medical Services account for care provided under 38 U.S.C. 1781 and 8111 into the Medical Care Collections Fund. That deposit authority would expire on September 30, 2028. The Government Accountability Office would have to report to the Veterans' Affairs Committees not later than 180 days after enactment and every 180 days while the deposit authority is in effect, showing totals by source and describing how VA used the funds (for types of care, services, staffing, or other purposes).
