Historic plastic pipe safety reviews
If enacted, the bill would expand pipeline safety reviews and state certification rules to require consideration of historic plastics with known safety issues, including Aldyl-A. It would also require reviews to consider cast iron, unprotected steel, and wrought iron. The change would take effect on enactment. Operators and state safety programs would then factor these materials into where they inspect, repair, or replace pipe to improve household gas safety.
Aldyl-A pipe checks and no-dig rule
If enacted, the bill would require owners and operators of gas distribution systems to check for Aldyl-A polyethylene pipe. They would have 3 years from enactment to finish the check. They would then send the Secretary an estimate of the total miles of Aldyl-A pipe found. The bill would prohibit the Secretary from requiring excavation solely to carry out that assessment while preserving the Secretary's existing inspection and enforcement authorities. Households would see safety-focused inspections or replacement planning based on that new data.
