Summary
Creates a special hiring authority for subject matter experts. This bill would let each agency on the Defense Production Act Committee appoint experts directly into competitive service positions without following the usual competitive hiring rules in 5 U.S.C. 3309–3318. Appointees would focus on identifying, soliciting, evaluating, or approving activities that may receive financial assistance under the Defense Production Act.

Faster hiring for defense production experts
This bill would let each agency on the Defense Production Act Committee hire subject-matter experts directly into competitive service jobs without following normal competitive hiring rules. Those experts would be appointed only to find, solicit, evaluate, or approve projects that might get financial assistance under this Act. The authority would take effect on enactment. This change would help agencies hire faster but would not change your taxes or who can get federal benefits.
