Creates an expedited process for adding or changing entries on the Entity List. This bill would let any member of the End-User Review Committee submit a proposal that triggers a committee-wide vote within 30 days, with one possible 15-day extension.

  • Targeted foreign companies and organizations could be added to the Entity List faster. A majority EURC vote can add an entity found to be engaged in or at risk of activities contrary to U.S. national security or foreign policy.
  • U.S. exporters and license applicants would face a presumption of denial for exports, reexports, or in-country transfers involving a newly listed entity unless the EURC majority that added the entity agrees to a different policy.
  • End-User Review Committee members would gain the power to directly submit proposals and force a 30-day vote. The Chair cannot override member votes and may pause the voting period only if all members unanimously agree.
  • The Commerce Department's export office would be notified of all final EURC decisions so it can implement Entity List changes.

Faster Entity List votes for exporters

If enacted, the bill would let any member of the End-User Review Committee propose adding, removing, or changing an Entity List entry. The Committee would have to vote within 30 days. The Chair and the proposing member could jointly pause that 30‑day clock once for up to 15 days to get more information. Each Committee member would have one vote, the Chair could not override votes, and a majority would be needed to add an entity for national security or foreign policy reasons. If an entity is added, license applications involving that entity would start with a presumption of denial unless the members who voted to add it agree by majority to a different licensing policy. The Chair must notify the Assistant Secretary of Commerce for Export Administration of final Committee decisions.
