Summary

Show full summary
- States that run Section 1115 Medicaid demonstrations would no longer be bound by the budget-neutrality constraint imposed by Public Law 119-21. This changes the federal rule that had limited how those demonstrations were budgeted.
- The specific federal funds that were set aside under section 71118(b) of Public Law 119-21 would be canceled, removing that appropriation from the law.
*Net federal effect: would lower previously appropriated federal spending by rescinding the amounts under section 71118(b) of Public Law 119-21.*

More Medicaid flexibility for states
If enacted, this bill would repeal section 71118 of Public Law 119-21 and rescind the amounts under section 71118(b). It would treat section 1115 of the Social Security Act as if section 71118 had never been enacted. This would remove the budget-neutrality rule for certain Medicaid section 1115 demonstration projects. States with those demonstrations would be able to expand or add services without having to offset costs. Medicaid recipients in affected states would be able to get more services or access. The change would take effect upon enactment and the bill does not specify dollar amounts.
