  • Small- and medium-sized U.S. businesses would get direct help from the Department of Commerce’s Bureau of Industry and Security (BIS). That includes counseling on filing applications, help identifying controlled items, virtual and in-person trainings, review of company compliance plans, follow-up on license conditions, and company-specific consultations.
  • Industry stakeholders and the general public would gain an annual Update Conference on Export Controls and Policy listed on the BIS website and open to anyone. BIS would also be required to conduct dedicated outreach before major new rules to explain intent and implementation.
  • Congressional oversight and exporters would see clearer data in the annual report. The bill adds a detailed list of efforts and requires counts and average processing times for Advisory Opinion and Commodity Classification requests, plus the number of redacted advisory opinions posted.

This bill would require the President to send Congress a plan every two years to help U.S. persons, especially small- and medium-sized businesses, with export licensing and related processes. The plan would include Commerce Department counseling on filing and on identifying controlled items, plus proposals for virtual and in-person trainings, seminars, and conferences. The bill would also require an annual "Update Conference on Export Controls and Policy" listed on the BIS website and open to the public. Before major new export rules, BIS would do dedicated public and industry outreach explaining the rule's intent and how to follow it.

More transparency on classification requests

If enacted, the bill would change the annual report under the Export Control Reform Act to add more detail. The report would include the number of Advisory Opinion and Commodity Classification requests submitted and the number issued in response. It would also include average processing times for each type of request and the number of redacted Advisory Opinions of general applicability posted. The bill would also make small wording changes to the report's preamble and one paragraph.
