Show full summary
  • Pregnant people and families: It would allow telehealth screening, monitoring, and management for common pregnancy complications and cover those services for up to 1 year after pregnancy.
  • Providers and health systems: Grants would fund training in safety, implicit bias, maternal mental health, substance use screening, and remote patient monitoring, and support technology, distance learning, and technical assistance. Grants are limited to 5-year awards and must measure effects on access, quality, and outcomes.
  • Rural, shortage-area, Tribal, and underserved communities: Programs prioritize health professional shortage areas, high maternal mortality or severe morbidity areas, rural populations, and medically underserved groups including American Indians and Alaska Natives. The National Academies will study bias and best practices in maternity monitoring technology with a report due in 24 months.

*Would increase federal spending by about $6.0 million per year for each of two grant programs from 2027 through 2031, or roughly $12.0 million per year during that period.*

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Longer Medicaid telehealth after childbirth

If enacted, Medicaid enrollees who are pregnant or within one year after pregnancy would be able to use telehealth and remote monitoring for screening, monitoring, and managing common pregnancy-related complications. This change would apply only to people enrolled under Medicaid (Title XIX). The telehealth authority would take effect 1 year after enactment.

Grants to expand maternal telehealth

If enacted, HHS/HRSA would run a grant program to build and test technology-enabled collaborative learning and capacity for maternal care in shortage, rural, high-mortality, and Tribal areas. Grants would fund provider training, remote monitoring tools, hardware and software for distance learning and secure data exchange, evaluation, and outcome reporting. Applicants and recipients would collect outcome and access data, the Secretary would provide technical assistance and coordinate broadband access, and must report to Congress within 4 years. The bill would also define eligible entities and key terms like postpartum (the 1-year period after pregnancy). The program is authorized $6 million per year for FY2027–2031 and each award would be limited to a single 5-year grant.
