Low-Earth orbit satellite diplomacy plan
This bill would require the Secretary of State to deliver, within 180 days, a strategy on integrating low‑earth orbit satellites and high‑altitude platforms into U.S. foreign policy. The strategy would be prepared with the DFC, the U.S. Trade and Development Agency, and other agencies and sent to the House Foreign Affairs and Senate Foreign Relations Committees. It would include options such as offering loans, guarantees, insurance, or other financial products; directly providing technologies only when consistent with U.S. national interest; regulating exports of controlled technologies; and considering restrictions on competitors' alternatives.
Artemis Accords diplomacy coordinator
This bill would authorize the Secretary of State to establish, carry out, and broaden the Artemis Accords to lead U.S. space diplomacy. It would create a Special Coordinator for the Artemis Accords, appointed by the Secretary and reporting to the Assistant Secretary for Oceans, International Environment and Scientific Affairs. The coordinator would coordinate with NASA, the Department of Commerce, the Department of Defense, and the Office of Space Commerce and engage U.S. industry on public–private partnerships. If enacted, this could help U.S. commercial space firms and foreign partners by improving diplomatic coordination and international norms.
