It would add legal definitions for residential common interest communities, authorize debris removal for those communities when state or local officials certify a threat to life, health, safety, or economic recovery, and allow federal help to repair essential shared elements when households document their pro rata share.
- Residents and households: People living in condominiums, cooperatives, or manufactured-home communities would become explicitly eligible for federal debris removal and repair aid. Households must document their pro rata share to get federal help for essential common element repairs.
- Associations and community owners: Condominium associations, housing cooperatives, and manufactured housing community owners would be included in Stafford Act coverage and could receive assistance for shared structures like roofs, elevators, and utilities.
- State and local officials: A written determination from a state or local government that debris threatens life, public health, safety, or the community’s economic recovery would be required to trigger federal debris-removal rules for these communities.

Disaster aid for condos, co-ops, manufactured homes
If enacted, condos, co-ops, and manufactured housing communities (shared-housing communities) would be clearly eligible for federal disaster help. You could get aid to fix shared parts like roofs, exterior walls, HVAC, elevators, stairs, plumbing, electricity, and utility access, if you document your pro rata share of the costs. Debris on shared property could be removed with federal help if your state or local government issues a written finding that it threatens life, public health or safety, or the community’s economic recovery. The President would need to set rules for this debris removal policy. It would apply to disasters or emergencies declared on or after the date this bill becomes law.
