Removes the transportation alternatives set‑aside from the Surface Transportation Block Grant Program. This bill would eliminate the statutory funding carve‑out for transportation alternatives and realign multiple cross‑references and subsection designations in title 23 to match that change.

Show full summary
  • States: Would no longer have a statutory set‑aside under section 133 for transportation alternatives programs after subsection (h) is removed, changing the program's written funding structure.
  • Local transportation alternatives programs and projects: Projects that relied on the set‑aside would no longer have that dedicated statutory funding mechanism under the Surface Transportation Block Grant Program.
  • Statutory and technical edits: The bill would replace a reference to subsection (j) with subsection (i) in 133(b)(23), remove set‑aside language from subsection (d)(1), eliminate subsection (h), remove an exclusion in subsection (i) tied to h(5), redesignate subsections i–k as h–j, and make conforming amendments to sections 126(b) and 134(r)(3) to adjust headings, strike specified paragraphs, and redesignate clauses.

Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 0 costs, 3 mixed.

Remove bike and pedestrian set-aside

If enacted, the bill would remove the Transportation Alternatives set-aside from the Surface Transportation Block Grant program. States would no longer be required to set that money aside for bicycle, pedestrian, and similar local projects. States could use the freed-up money for other highway or transportation purposes. Local governments and project sponsors would likely face more competition and less guaranteed federal funding for those smaller walking and biking projects.

Remove certain highway set-asides

If enacted, the bill would strike certain set-aside language and paragraph (2) from highway funding rules in 23 U.S.C. 126(b). This would change how some federal-aid highway funds are described and how states may treat or transfer those amounts. States and fund recipients could treat or move some money differently than under the old text. That could shift how money flows to projects across many states.

Change metro suballocation rules

If enacted, the bill would reorganize and edit the metropolitan suballocation language for Surface Transportation Block Grant funds. It would remove one subparagraph, reformat wording, and redesignate clauses in the statute that guide metro-area allocations. Metropolitan planning organizations and states would likely read and apply the suballocation rules differently. The change is mostly procedural but could affect how metro areas split and plan STBG money.
