Summary
Federal protection for pharmacists' religious refusals would let pharmacists decline to dispense the abortion drugs mifepristone and misoprostol when doing so conflicts with their sincerely held religious beliefs.

- Pharmacists: State-licensed pharmacists are protected from being required to dispense or sell those drugs and cannot be punished for refusing, including revocation of a license or withdrawal of federal funding.
- Employers and agencies: The protection applies to pharmacists employed by private businesses and government agencies and bars employers or agencies from imposing penalties for refusal.
- Legal remedy: A pharmacist who is required to dispense or punished for refusing may bring a civil action in federal district court to seek injunctive relief against the person imposing the requirement or punishment.

Religious refusal right for pharmacists
If enacted, State-licensed pharmacists would be allowed to refuse to dispense mifepristone or misoprostol for abortion when that conflicts with their sincerely held religious beliefs. They would not be punished for that refusal, including by losing a pharmacy license or Federal funding. A pharmacist who was required to dispense or punished in violation of this rule would be able to bring a civil action in Federal district court to seek injunctive relief. These rules would take effect upon enactment.
