- In the Senate it would keep current procedures for budget resolutions and conference reports but add a strict time limit. Debate on any annual appropriation bill and on all amendments, motions, and appeals would be limited to not more than 20 hours, and that limit would not apply to continuing appropriations.
- In the House it would bar considering any resolution for an adjournment longer than three calendar days during July until the House has approved annual appropriation bills that provide new budget authority for every subcommittee under the Appropriations Committee for the fiscal year beginning October 1.
- The chairman of the House Appropriations Committee would be required to periodically inform the Speaker about changes in subcommittee jurisdiction. The bill would also update the Act's table of contents to relabel section 309 as "Sec. 309. Approval of regular appropriation bills."
