FERC can bar electricity traders

If enacted, the bill would let the Federal Energy Regulatory Commission prohibit or suspend any person who violated wholesale electricity market rules from buying or selling electric energy, electric energy products (including financial transmission rights), or transmission services. The ban could be temporary or permanent and could apply to direct or indirect dealings. The bill would also broaden enforcement language to treat "person" (not just "individual") as subject to these actions and to cover conduct done "directly or indirectly." These changes would take effect upon enactment.

New limits on natural gas trading

If enacted, the bill would add a new ban that lets the Federal Energy Regulatory Commission prohibit or suspend any person who violated natural gas market rules from buying or selling natural gas or related transmission services. The ban could be temporary or permanent and could apply to direct or indirect dealings. The bill would also make it illegal to willfully and knowingly report false natural gas information to a federal or private price-reporting agency with intent to fraudulently affect compiled data, covering availability, wholesale prices, and facility operations. These changes would take effect upon enactment.
